Import Cargo Flow

  • 1. Arrival of cargo ship in port

  • The customs documents are received from the importer in advance.

  • 2. Unloading of ship

  • FCL cargo to CY yard
    LCL cargo to CFS yard
    Bulk cargo is transported to the location designated by the shipping company.

     

  • 3. Import declaration

  • After confirming that the content of the customs documents and the cargo are in agreement, NACCS is used to submit an import declaration to the customs house that has jurisdiction.

  • 4.  Inspection and examination

  • After declaration to the customs house that has jurisdiction, the cargo is inspected in order to issue an import permit. Customs may decide to examine the documents, further inspect the cargo, etc., and require proof of compliance with relevant laws and regulations.

  • 5. Import permit

  • After confirming payment of the customs duties and consumption tax, an import permit is issued. The corresponding cargo then becomes domestic cargo.

  • 6.  Devanning & domestic transportation

  • The FCL cargo can be picked from the CY after devanning, LCL cargo can be picked up from the CFS and bulk cargo can be picked up from the location designated by the shipping company.

Import Procedure Flow

An Arrival Notice issued to the importer by the shipping company is also received. This Arrival Notice, on which the destination for the cargo, the scheduled arrival date, details of the cargo, etc., are indicated, is a very important document. As it also serves as the invoice for the ocean freight and other miscellaneous charges, due caution should be exercised in its handling.

2. Creation of an import declaration

The Customs Clearance Department confirms the value of the cargo, the appropriate HS code, etc., and creates an import declaration. In the case of cargo such as plants, animals, and food to which relative laws and regulations pertain, it is necessary to submit an application to the relevant ministries and agencies.

3.Confirmation of delivery

After cargo is unloaded and the CY operator compares the cargo with the manifest, delivery data is created. The freight forwarder checks various issues like “whether it’s the corresponding cargo or not”, “where the storage CY is” and “are the weight, quantity, and container number correct?” If, by chance, the input data and the content of the documents received from the importer are not in agreement, the appropriate processing is required.

4. Customs declaration

After confirming delivery, the details of the declaration and delivery data are compared, and NACCS is used to report to the customs house that has jurisdiction. Document examination, cargo inspection, etc., are conducted at the customs house and examination is completed if there are no problems. For cargo that requires application under corresponding laws and regulations, such application is sent to the relevant ministries and agencies using NACCS.

5. Import permit

After examination is completed and import duties and consumption tax are paid to the customs house, an import permit is issued. At this time, an import permit notice is also issued.

6. Cargo pickup

Cargo can be picked up using the Delivery Order (D/O) that the shipping company issues. The ocean freight and other charges are paid to the shipping company, and the original B/L is exchanged for the D/O.

7. Preparation for transport

In order to transport cargo to the designated location, container drayage, a truck, and other items are arranged. At the time of freight pickup, it is necessary to give the D/O and import permit notice to the CY/CFS. At the CY/CFS, after checking the details of the D/O and permit, the corresponding cargo is released.
